The ruling elite if this city are all master espers. The rest of the urban population have more mental mutations than average. This does not mean that every person on the street is an esper or even has a mental mutation; it is just a tendency. When generating NPC s for Psion City, roll 2d4 for the number of mental mutations, ignoring the lower die roll and using the higher die roll. PC types would roll a 1d4 for physical mutations, than substract that result from 5 to get the number of mental mutations.
